I don' t really use web design forums as part of work anymore as social networking has kind of taken care of that side but I always find 5 minutes a day to check out http://www.smashingmagazine.com for a shot of news and design inspiration.

The best free solution would be phpBB, there is a massive community out there supporting this and they have custom mods and styles also.

Vbulletin is odd i never used it and you have to pay for it and it looks rubbish whenever i see it.

There are a lot of decent design communities on LinkedIN, if you have a profile, just do a search on design and check out a few groups, you'll be able to find one that you gel with eventually.

I would say SitePoint and Smashing Magazine are probably the leading resources besides some groups on Linked In.
