Hi Katie,
This is a very difficult question to answer as the organisational structure would depend entirely on the size of the company concerned.
A great many web design companies or business consist of one or more web developers who more than likely outsource their admin functions like accounting and secretarial.
My own business only consists of two partners and we handle all aspects of the business including all of the admin, bookeeping, accounts preparation, invoicing as well as our primary duties concerned with web site desing and customer services.
Obviously a larger business would have more of a normal organisational structure and I would think from my experience that it would resemble other similar sized small to medium business structures.
Not sure if that explanation helps or not but hey I tried!

In relation to the above answer, it would also depend on whether the web design company only does web design or are they a creatice media company like ours.
A typical structure for a creative media company would be something like
Management team (Directors)
Department Heads (Creative/Digital/Client Services)
Departmental Team (Creative Digital / Client Services)
Back office support (Finance, secretarial, reception.
Hope that helps
