With a development project there's always a lot of things that you have to consider and as the man there says, do indeed look over what each company offers you.
In particular, what similar features are you looking for? I'll assume the ability to post & bid for jobs, user management & profiles are a given. How are you looking at making money back from the website? Premium listings? Charge for membership? Take a percentage? I also wonder that if it's for African markets the language will be African?
It's difficult to give a solid price or tell you how long it's going to take without more information.
I do suggest that you get in contact with a Web Design Company and talk to them over the phone about your project, or perhaps have a meeting where your ideas can be more fully fleshed out and a bespoke quote given. We'd be happy to help in this regard and I'm certain there are many other companies who would be similarly helpful.

As has been mentioned by others here you need to work through the exact functionality that you want the site to deliver, particularly in regard to following the money - work through in detail who's paying who at what stage and where you're going to take your cut. Freelancer.com operates a pseudo 'escro' scheme where they look after the customer's cash until successful completion has been signed off.
Freelancer.com also say they operate a 'moderated' service - ie. they'll look through the posts before putting them up - in my experience they don't do that but I think it is a useful feature for you to be able to deploy if you need to.
As a broad brushstroke I can see how this would work using readily available open-source components. Build cost £1.5k to £2k depending on your final specification.
I also think you're going to need some ongoing support - this isn't a simple transactional website. We're building something similar for a client at present and I'd be happy to talk through the general principles with you.

I designed something similar for the jobs market here in Tenerife and it's worked well. What's more, there's virtually no hand coding involved, it was almost all delivered through a content management system which means the development and maintenance costs are negligable in comparison.
