Frames
One web design company said that using frames lowers SEO. Is this true and by how much, if it is true?

The general opinion is that SEO and frames don't mix well.
Enter 'SEO and use of frames' in to Yahoo and you will come across a lot of relevant articles, most of which support this view.

A frames page is essentially pulling in multiple documents to create a page and it is this which can make it difficult for a search engine to make sense of your site. Google gives some advice (and links to more information here... http://www.google.com/support/webmasters/bin/answer.py?answer=34445). Few web designers now would recommend going down the frames route because there is usually a much better way of achieving a result that doesn't complicate the information flow. Why make it difficult for a search engine to spider your site? Recommend avoid.

Probably not what you want to hear but if your site has been built using frames then you can at best do some workarounds which will place your SEO at a disadvantage from the start, best solution is to get a new site built without frames.

I concur with my colleagues, frames are bad for SEO and you are making your life difficult for changing and updating your site's information in the future.
You should also be aware that SEO performance is dependent on many factors - reciprocal and internal links, good tags and descriptions, continual development of content amongst other factors are all crucial to the site's performance.

I'm afraid the best advice is to undergo a complete redesign and to avoid at all costs spending any money on this website.
Frames don't work for search engines at all and I'd guess that your website is also constructed using tables too making things even worse.
A complete redesign and development should leave you with a modern standards compliant website that not only reflects your company in a good light but also allows you to update it's content yourself whenever you need to.

Search engines have stopped looking at frameset content.
It used to be acceptable to reproduce your content in a frameset, especially if you had an otherwise invisible flash website, but nowadays that's getting no traction whatsoever on Google, Yahoo and Bing.

Only use a Frame set if you absolutely have to deliver the content from an external source.
As far as SEO is concerned do not use Frame sets as all the content and file will not be crawled by the Google bot and thus will not appear in the SERPs (search engine result pages).
If you do use them make sure you NOINDEX the page, so this does not hold the rest of your site back.

Generally yes, but by how much and with which search engines is hard to say.
There are ways of getting the same effect without using frames.

It is true and a good designer / developer knows that frames and web design outside of a internal company site do not go together. Search engines have problems indexing framed pages and having a framed page goes outside of one of the first fundamentals of web design, one page = page URL. Google itself has stated that it can crawl a framed page, but has a hard time categorizing it and indexing it for you.
Also, keep in mind that blind or impaired visitors may not be able to see your site properly dues to their screen reader not being able to pick up frames.
So, in all, frames are bad design for an external web page.

Hang on, now there are 2 copies of IDENTICAL content out there on the web. Which does Google index...?
The ONLY time we use IFRAMES now is when we are developing a FanGate for Facebook and we want to pull publicly hidden but editable content accross from the customer's website.
